Dr. Mukesh Kapila, who had experienced firsthand the horrors of humanitarian crises and ethnic cleansing in regions such as Iraq, Rwanda, Srebrenica, Afghanistan, and Sierra Leone, arrived in Sudan in March 2003 with a solemn commitment to himself: that if he ever had the power to prevent mass atrocities, he would ensure that the perpetrators would not succeed under his supervision.
